Reflection

For the competency of “creating a plan for the dissemination and/or diffusion of interventions,” I am utilizing the Navy Cyber Threat Intelligence Analyst (CTIA) Change Management Plan. This document offers a comprehensive strategy to ensure that new training and mentoring interventions are effectively communicated, piloted, and adopted across Navy cyber teams.


I chose this artifact because it highlights the need for intentional and organized dissemination in complex instructional settings. The CTIA Change Management Plan was created to address performance gaps in the cyber intelligence analyst training pipeline. Leaders recognized that previous training efforts did not consistently reach or engage all stakeholders. The plan details several dissemination methods, including kickoff briefings, regular stakeholder meetings, and phased pilot testing. Communication channels such as monthly progress emails, feedback surveys, and facilitated focus groups keep the intervention information visible and accessible to affected teams.


Unlike earlier approaches that mainly relied on top-down directives, I used the Kotter’s 8-Step model to involve team leaders, instructors, and learners as champions who actively promote and accelerate the spread of best practices and new processes across the organization.


This experience helped me understand that effective dissemination and diffusion require more than simply launching interventions—they rely on robust communication, feedback mechanisms, and responsive adaptation to stakeholder needs. The skills developed in creating the CTIA Change Management Plan will guide future efforts to plan, launch, and sustain lasting change in high-stakes instructional settings.
